CAPTURE OF SUBJECT UE 001
Discovered day one post-Event by military personnel sweeping the quarantined area. A field unit of four encountered UE 001 in an isolated clearing, reported the sighting, and prepared to subdue the subject. On approaching UE 001, three of the four refused to assist in the capture. When the fourth soldier used their non-lethal weapon, one of the insubordinate soldiers intercepted electroshock darts with their body. On arrival, the second and third field units assessed the first team to be compromised and fired their automatic rifles on UE 001 without waiting for authorization. These soldiers were bludgeoned into unconsciousness by UE 001. Debriefing revealed several unit members laid down their weapons willingly as their fellow soldiers were being bludgeoned. Command ordered all other units not to engage until further support arrived. Military operation UE 001-1 was devised and implemented using guerrilla tactics to drive UE 001 into the designated area. Though two snipers refused to continue the operation, subject UE 001 was eventually subdued by the third sniper’s tranquilizing round. The successful shot was fired at one hundred (100) yards, from behind the target. Insubordinate soldiers were not formally disciplined, given an honorable discharge, and relocated. Their commanding officer was quoted as saying, “It was understandable, given the circumstances.” See attached document UE 001-A for a full debriefing summary.
ASSOCIATED CASUALTIES
Initial Capture: Ten (10) military personnel were injured, one fracturing his skull, most with several broken bones. No permanent injuries resulted from UE 001’s capture. Containment: Secure containment of the subject has been a difficult task with current funding. UE 001’s ability has a cumulative effect on personnel, necessitating twenty-four new staff members daily for the sole purpose of observation. This need has been met thus far with temporary staff members given minimal security clearance. It has been theorized that clinical sociopaths would be immune to UE 001’s ability. Three such individuals in eight-hour shifts could replace the current security routine. There has been difficulty locating sociopaths of sufficient reliability. Containment Breaches: During the subject’s one escape attempt, before UE 001 was moved to the repurposed bank vault, the subject did not attempt to harm staff. Instead, UE 001 compromised several Facility personnel, forcing the Director to later remove those individuals from the staff or risk their involvement in subsequent escape attempts.
CONFIRMED ABILITIES
Charming: UE 001’s ability has made close contact, and thus physical testing, impossible. The subject has cooperated with regular written communications. However, UE 001’s answers have been misleading on multiple occasions. Observers of UE 001 report becoming attached to the subject and unable to make objective decisions. This effect is proportional to their exposure to the subject. The time required to incapacitate an observer ranges from seconds at ten (10) meters to an hour when viewed through a video recording. Exposure to UE 001’s written communications have no observed effect. No quantifiable difference was found between observers of either sex. In debriefing, females reported “motherly urges,” and males, “protective instincts,” that would influence their judgment. Other individuals expressed admiration for the subject or aesthetic appeal. Many describe the effect as being similar to alcoholic intoxication. Further investigation into UE 001’s ability led researchers to hypothesize the subject does not create emotions in those affected. Rather, preexisting emotional responses to the subject are amplified. See attached document UE 001-B for a full report of supporting evidence. Telekinesis: The subject is capable of moving objects and propelling them as if controlling gravitational or magnetic force. This ability appears to have developed further during UE 001’s containment, gradually growing over the past three years. In-depth research of UE 001 and its powers were deemed too great a risk.
ESCAPE RECORD
Containment Breach Two occurred on REDACTED. The subject escaped CU 001-1 by breaking through the twelve (12”) inch barrier of reinforced concrete. The Subject was subdued by tranquilizer rifles four miles from the Facility. UE 001’s unnatural charisma remained active while unconscious, making transport difficult. UE 001 was sedated remotely until the subject could be transferred to CU 001-2.
RECOMMENDATION
The subject was implemented in one attempt to enter UE 000 on REDACTED. This attempt failed. UE 001 was unable to penetrate the protective barrier. There is evidence to suggest the power of UE 001’s ability grows with time and could eventually break through. However, the threat UE 001 poses will scale with that growth. Despite the significant risks of UE 001’s containment, the importance of entering UE 000 and any tool that may be useful for that purpose cannot be overstated. It is recommended the subject remain on-site pending further developments.
