Several weeks have passed since they began developing a replacement for the sacred  barrier . During that time, Leolde had been immersed in the development work without taking any breaks.

 However, today was different. He was about to resume development as usual when he received a letter from Gilbert.

 Leolde received the letter and immediately read through it. The content of the letter was that the civil servants were about to die from overwork. Knowing this, Leolde left Rudolph and Charlotte in charge and decided to return to Ze'at in a hurry.

 When he returned to Ze'at, what he saw was a group of civil servants who looked like zombies due to overwork.  After that, Leolde fulfilled his duties as a lord for a few days. However, the only thing that was finished was the paperwork. All the civil servants submitted their cases to Leolde.

 The first thing he did was to select an administrator to manage the newly granted territory. Of course, the decision was made after Leolde had properly interviewed and vetted the person. He had them sign a contract, so they would not betray him. However, if  they betrayed  him ,  theey would have to pay for it with life .

 Next, Leolde  had an interview with a merchant chairman who wanted to  have business  on the territory. The merchant association that tried to bribe Leolde  to get him on their side would later go under. This was the result of Leolde's manipulation. The only ones left were the clever ones who were able to walk a fine line between innocence and integrity.

 Leolde praised the chairman for his thorough investigation. He knew he was tougher than the Chamber of Commerce, who thought they could get away with letting him keep the money for now.

 Next, Leolde  had an interview with a new candidate for the   civil official. He was delighted by the large number of applicants for the position of civil servant in Ze'at, but only at first, and now he is disgusted by the sheer number.

"How far have they come?"

"Ze'at has a momentum that is unmatched in the country.s with the expectation that the city will eventually surpass capital .

 Leolde asked Gilbert, who had put out the call, why there were so many applicants. What came back was mainly the result of Leolde's hard work, but also the cause.

 At present, Zeat  is one of the largest territories in the country, and the lord of that territory is the hero Leolde. In addition, it is still in the process of development, which means it has a great future ahead of it.

"Then why don't you hold a test? If we have a written test, a physical test, and an interview, we can narrow down the number."

 So, Leolde prepared the questions for the written test, Gilbert designed the tasks for the physical test, and the final interview was conducted by Leolde and the other literary officers currently working at Ze'at.

 The final interview was conducted by the civil servants currently working at Ze'at, led by Leolde. After passing all three  tests,  person can become a civil servant of Ze'at.  The written test is in charge of Leolde , and the physical test is in charge of Gilbert. As it turned out, most of the hundreds of candidates had dropped out. Only a dozen people remained.

"That's  strange . Gil, I think you're being too harsh.""

"No, master  was pretty much eliminated  a lot  of people from the written  test ."

 After interviewing them himself, Leolde  decided to hire them all. As the number of civil servants increased, Leolde  decided to increase the number of offices. He gave positions to the current civil servants and assigned tasks to the new civil servants, thus completing the work in Ze'at for the time being.

"All right, now I can go back to the capital and resume my research!"

 Just as he was about to return to the capital with such enthusiasm, he received a new proposal 

"Master Leolde. A group of mercenaries is requesting a meeting with you."

" What? Mercenary group?"

"Yes. They want to see the lord."

"Who are they?"

"Well, it's someone named Zofie. He have this letter for you, ".

"Have you looked  thought content ?"

" There was no sign of anything suspicious, and he was oddly polite for a mercenary.

"I see. "

 The civil servant hands the letter to Leolde  and steps back, returning to his seat. LeoldE  checks the letter he was   given to make sure it is not tampered with, and then examines the contents.

 Then, after reading the contents of the letter, Leolde  slaps his desk  and stands up. His face looked very impatient.

"Oh no, ......! I completely forgot!!!!"

 The letter didn't mention the name Zofie, but it did mention another name. It was written  by Zephyr. The content was about something that Leolde had promised him earlier.

"Oh no! I'm going to meet with the mercenary group now.

 In a panic, Leolde  hurried to the inn where the mercenaries were staying
