After Qing selected such individuals, Fu Yan used advanced knowledge from the Library and distributed it among them while also providing them with starting funds.
Of course, all of them had to be implanted with Mechanical worms.

"Master, With the help of Sir Nir, we created 2 to 3 incidents of tourists being attacked, and thus announced that we will install security cameras around the island for better security."

"And what about the spies Qing flagged. What did you do about them? We need to get them out of this island if we want to proceed with the next part of the plan?"
Fu Yan asked while leaning back on the chair and shifted his attention towards the screen in front of him that was showing the data about the progress of the current plan.
"Master, we used various excuses and incidents to deport them out of the island. As for those who are residents here, we captured them with the help of Sir Nir, and after being implanted with mechanical worms, they dare not disobey your commands or report anything about this island."
"Alright! Get the remaining population under control and we will proceed with the 3rd phase of the plan."

They were very famous in their galaxy and many nations/planets liked to have a trading relationship with them.
The book they borrowed from the Library was about an intergalactic spaceship that could travel across galaxies and could carry other space ships along with it.
It was more like a giant cargo ship that had the size of a small planet. Fu Yan looked at the information and decided to pay a visit to them to satisfy his curiosity.
