CHAPTER START---

SCAN!

The first thing Law does when he wakes up, before even opening his eyes.

He was currently laying in bed at his Minato Tokyo penthouse, feeling the details of everything flooding into his mind.

8 km in every direction all at once. All the people in their apartments getting ready for work, and some are already at work starting their day.

He even senses some petty crimes happening, but they aren't his problem yet.

BA-DUM!

"Ngh!" he groans, feeling the sharp pain in his head that shuts off his Quirk. "Really sick of that..."

Looking to his left he sees the sun just about to rise beyond the ocean and just sighs. Another day putting out fires.

Thankfully he only really needs an hour of sleep on a regular day, after 74 hours of non-stop hero work he was so tired that he needed four hours.

"I can't believe I'm about to say this, but I miss having All Might running around doing this crap," Law confesses as he gets up, moving toward another day of Hero Work.

"Actually, I think I'll stay in until noon, I'm sick of saving all those losers..."

---9 AM...

Sitting in his living room Law is on the couch eating a large bowl of rice and grilled beef. After taking a long morning shower he's finally enjoying a meal after 74 hours of non-stop work.

"I love that Energy Saver Quirk...but nothing beats some good food after working your ass off," to Law the meal tastes like it was the greatest thing he ever ate.

Turning on the tv he puts on the HNN -Hero News Network-, and keeps enjoying his food.

SHAMBLES!

He warps his phone into his hand while he's eating, receiving a new list of potential patients from Central Hospital.

Scrolling through the list of dying people he immediately removes all the adults, not even bothering to look at their files.

That leaves only the children.

'Hmm, someone with a Transmutation Quirk? That's useful, I'll work on him.

Girl with a shapeshifting Quirk, never worked on one of those before. Studying her stem cells could be useful.

Kinetic Energy Absorption...now that's a Quirk I'd like to study, I'll add her to the list too.'

After sorting through a few more terminally ill people, Law finds a dozen that have Quirks that could be useful for his personal situation.

Studying Quirks similar to this new version of Hand Of God is the best he can do to fill in the knowledge he's missing.

As he's finishing up his list and sending it to the administration at Central Hospital, however, a certain news story reaches his ears.

"A new report has been released regarding the attack on I-Island two days ago," the reporter announces, and Law's eyes snap up to look at the screen.

Seeing the island torn up as if someone ripped the buildings out of the ground by the very foundations.

They show the tower in the middle of the island broken in half, the underground railway system was collapsed and nearly half of it was actually torn out of the floor and currently rests above ground.

As if every piece of metal tried to get up and walk away.

"The confirmed casualties number nearly one thousand, with the projected number roughly 1500 persons.

I-Island, even as the center of technology and innovation in the world will need atleast six months to rebuild and recover.

Not to mention the 232 Billion Dollar cost of repairing the infrastructure of the island itself.

The island is currently evacuated of anyone that isn't helping in search and rescue, thankfully another wave of Rescue Heroes has arrived on the island just this morning, further supplementing the efforts spent over the past two days."

"I wonder if Thirteen is there right now," Law mutters as he continues eating. "The villains must have been looking for something on the island, but that's an international province so they either have a big backer or a lot of balls to take a swing at that place.

If they stole something big then America might just send Star and Stripe to deal with it...no, no villain is that dumb or strong."

As if hearing his speculations the report continues, "currently none of the projects on the island have been reported missing, including those at the main expo venue where the attack took place.

The villain in question, codenamed 'Wolfram', is presumed to have a Quirk which allows him to control metal.

The extent of his power is currently unknown but judging by the destruction shown behind me he is a formidable opponent."

The woman pauses for a moment, touching the receiver in her ear, then a sad look washes across her face.

"Unfortunately, I've just received some unfortunate news," she says. "While we know the villain tried to take David and Melissa Shield captive during the attack, he failed as the entire tower collapsed and the nearby Pro Heroes and security forces got involved.

Sadly, the epicenter of the explosion, I've just been informed is where David and Melissa Shield were. Only some shredded remains of the father and daughter duo were recovered as of moments ago.

It seems the world has lost two of its brightest minds during this absolutely tragic and horrific event," the woman is barely keeping a straight face as she speaks.

"So did Wolfram was them to build him something..." Law wonders as he tries to make sense of this.

"This is the HNN, and we'll keep you posted on any updates evolving in the world, including this I-Island attack, stay safe everyone, in these turbulent times."

"David Shield," Law sends his list to the hospital and puts down his phone. "He was one of Yagi's best friends...what a fucked up summer for him. Huh, didn't even know he had a kid, guess she was a tech genius too. Yeah, I'll leave all the tech stuff to people like Nezu, not a fan of it."

"In more local news," another reporter, this time a man appears on screen with a bar graph behind him. "Since the most recent Hiroshima incident where the League Of Villains, and more notably Gigantomachia plunged the country into an unemployment and financial crisis, breeding a new wave of petty crime and villains.

Our Pro Heroes have been working non-stop to contain the chaos and bring back some semblance of order and normalcy." The man gestures to the chart behind him.

Endeavor- 287

Horizon- 253

Mirko- 188

Hawks- 159

Best Jeanist- 128

"Here we see the incidents resolved by each Pro Hero and Horizon over the past 80 hours. Clearly, both the Pro Heroes and aspiring heroes have been doing their best to make an impact.

But unfortunately, the crime rate is still soaring upward, heading to 19%, a number that hasn't been seen since before All Might.

Some individuals have also noticed that Horizon has been most active during this time, seemingly never sleeping.

I just hope he's alright, because we need him and the other top Pro Heroes now more than ever---"

Law shuts off the TV as he finishes eating, seeing a message he's been waiting on for a while. Giving his estate manager a call.

"Mr. Matani," the man greets him, sounding cheerful, because who wouldn't be cheerful with a billion-dollar client calling them? "How may I help you?"

"I just saw your update to my properties, you got all of them?"

"Each and everyone one, the market in Japan has become quite friendly to those with cash in their accounts such as yourself. We were easily able to buy out the areas you wanted.

Starting next week we'll be shutting down the smaller businesses and downsizing."

"Hmm," Law considers it for a moment. "No, don't downsize, lower have the business managers cut production if needed to keep costs low but don't fire anyone. I don't want the rebranding efforts to be undermined by me firing a few thousand people."

"But that would cost you---"

"Money that I can make back, this isn't about that. I want people in this country to need me, got it?"

"Uh...yes sir, so, legacy?"

"Sure, be sure to contact me if you need anything."

"Understood sir, have a wonderful d---" Law hangs up.

He can't help but smile after that call, with a wave of unemployment and the economy in shambles, the Matani Estate would be buying any and everything it can.

Keeping everyone employed within his companies would cost him millions if not a hundred million, nothing he can't make many times over for one full-priced surgery.

"Who says you can't buy loyalty and goodwill," Law chuckles as he swaps over to his Horizon number on the same phone.

Requesting an update on a building he's been eyeing in Minato Tokyo.

The All Might Hero Agency, which he'd be buying and turning into a museum. Turning it into his own agency would be a slap in the face of the Japanese people, so that's the worst possible move.

Again, buying goodwill.

'Become the most essential cog and the machine will obey.'

BEEP BEEP BEEP!

Law sighs, an annoyed look on his face as he raises his phone to his ear.

SHAMBLES!

His visor is warped onto his head, and the call immediately connects to it.

"Kyukyu?" Horizon asks.

"It's Ryukyu," the grumpy dragon-lady says. "I just got done with a raid here in my city, can I send you a sample of something to identify."

"The HPSC has a crime lab for that remember."

"They take time and we have missing people to find," Ryukyu says.

"Sigh, fine, you can send someone with it."

"I'll have Nejire-chan deliver it."

"Timeframe?"

"I already have Nejire-chan heading to Tokyo with the sample. I sent her earlier this morning."

Horizon sighs, "I guess you decided for me, I'll meet her at Endeavor's agency."

"Knew I could count on you Miracle Boy."

"Ugh," Horizon groans and hangs up at that nickname.

Only a few of the Top 10 Pro Heroes has Horizon's number, and honestly, Ryukyu was among the more professional of them.

He's already had to completely block Mirko on both the Hero Network and her personal number...being bombarded by her demanding a rematch got annoying within minutes.
