Alex had the feeling that the gym leaders of Kanto are ridiculously strong and to make it right under the 4 strongest monsters is very impressive.
Although the 5 strongest gym leader in Kanto doesn't sound strong, alex knew that the other 4 strongest gym leaders are all monsters.
even if you don't count Giovanni, even the other 3 are ridiculously strong and even comparable to other elite four members from other regions that alex does not know from the games.
