The reward for such a mission is ridiculously small and the penalty for failure is a joke.
Alex had a suspicion why the mission value fluctuates so much but that doesn't happen in the Team Rocket Mission Center.
That was a test and even some kind of training for Alex and the other participants.
For almost all completed missions Giovanni will make a loss (because of the unreasonable rewards) but the point of this mission is not to make a profit for Giovanni or that these missions are fulfilled.
Alex had the assumption that these missions fulfill several goals and these unreasonable rewards are only a means for Giovanni so that the participants do not ignore these missions.
