Alex chose these two Missions because they have very rewarding rewards and can be completed at the same time if Alex does the right thing.
A large group of Arboks on the Elite rank is an indication that there shouldn't be a small number of A-rank Ekans in that group.
The chance to find many A-rank Ekans in this group is not small.
Especially with such a large number of elite Pokemon, the potential of children of this group (Ekans) should not have a bad potential.
Together with the fact that Alex can see the potential of all Pokemon at a glance, making this Mission extremely easy for him.
Even without the second Mission, Alex should have no problem finding at least 10 A-rank Pokemon with these species and levels that are wanted. Although even Alex himself can't collect as large a number as 100 A-rank Pokémon in such a short time.
If the mission requirements are only 100 A-rank of whatever species and Pokemon below the elite level, that would be something else, but exactly because of the difficult requirements of the Mission, it is very difficult for Alex to collect so many Pokemon.
Only looking for 5 specific Pokemon Species that are below level 20 makes it very difficult for Alex to find them in the Black Market that has all possible species and levels of Pokemon.

Alex is even sure that selling such a large number of A-rank Pokemon has to be approved by Giovanni anyway so that he doesn't even try to exploit this mission by trying to buy the 100 A-rank Pokemon from Team Rocket just to get them right away turn in to get the rewards from the mission.
