"Evangeline is a bit out of line, but she is not wrong. People back then knew they couldn't beat the lepers, so they went after their families. I'm not talking about the Demon Lord, those cowards don't deserve to live. I have a family too. I shudder to think what I would have done if it had been me. That's why there's no reason to stop them."

Even Sam understands that the fault lies entirely on the human side.

We don't know why the humans turned against the lepers, and we will never know, but there must have been more they could have done.
